a tuition-free public neighborhood school in Portland

Skyline K–8 is a small neighborhood school situated in the hills above Northwest Portland and is one of the few genuinely rural-feeling campuses in the PPS system. The school built its identity over many years around the IB framework, offering both the Primary Years Programme (PYP) for grades K–5 and the Middle Years Programme (MYP) for grades 6–8. As part of PPS's 2025–26 budget cuts to address a $40 million deficit, the district sunset IB at the elementary level district-wide; Skyline's current About Us page makes no mention of either program, suggesting both PYP and MYP has been discontinued, though families should confirm the current IB programming directly with the school.
What remains is a small school teaching literacy and mathematics integrated with science, social studies, and the arts. Elementary grades receive specialist instruction in PE, technology, music, and Spanish, and grades 6-8 add art. Enrollment is small enough that elementary classes run as 1st/2nd and 3rd/4th blends. Results sit well above state averages in all three tested subjects and regular attendance runs well above the Oregon rate.
Middle grades join West Sylvan Middle School for athletics, and the school feeds to Lincoln High School. ODE reports no same principal in the last 3 years, worth asking about at a school this size.

Seats here aren’t first-come; they’re drawn by lottery. Each circle below is a tenth of the families who applied over the last two springs and stayed in the running (didn’t take a higher-ranked school). Filled circles got a yes.
Official PPS lottery results, 2025-26 & 2026-27 combined: offers made ÷ families still in the running (offered + waitlisted); applications cancelled for a higher-ranked school excluded. pps.net › prior transfer data. Slots reset every year.
