Rose City Park Elementary is a Northeast Portland neighborhood school that also serves as the district-wide elementary home of the PPS Vietnamese Dual Language Immersion program.
The school describes the model as partial immersion: students spend half of each day with a Vietnamese-speaking teacher and half with an English-speaking teacher, and each grade is taught by a paired team that coordinates science, social studies, math, health, and literacy across both languages. No prior Vietnamese is required, and seats fill through the annual PPS lottery.
Alongside the immersion track, Rose City Park runs a full English neighborhood program, and the school states the two operate as one community with shared values. Two parent organizations work here: Hội Phụ Huynh, which supports Vietnamese language and culture across the pathway and coordinates exchanges with sister schools in Vietnam, and the RCP PTO.
VDLI students continue to Roseway Heights Middle School and then McDaniel High School, where they can ultimately earn the Oregon Seal of Biliteracy.

Seats here aren’t first-come; they’re drawn by lottery. Each circle below is a tenth of the families who applied over the last two springs and stayed in the running (didn’t take a higher-ranked school). Filled circles got a yes.
Official PPS lottery results, 2025-26 & 2026-27 combined: offers made ÷ families still in the running (offered + waitlisted); applications cancelled for a higher-ranked school excluded. pps.net › prior transfer data. Slots reset every year.
