Rosa Parks Elementary School is a public PK–5 school in North Portland that serves as a vibrant community hub within the New Columbia neighborhood. The school is recognized for its 'children first' mission and its unique campus, which integrates a Boys & Girls Club and a community garden into a sustainable, "green" facility. The school is small with a 9:1 student-teacher ratio and unusually small classes.
It serves one of the highest-need student populations in the district: 73% of students experience poverty, 42% are ever English learners across 12 home languages, and 30% receive special education services. Staffing reflects that, with 1 counselor, 1 psychologist, 2 social workers, 3 Learning Center staff, and a full SUN Community School team on site.
The building itself was designed as a 'sustainable learning laboratory' (with photovoltaic panels featuring real-time energy readouts, 100% stormwater retention, and a community garden) where environmental stewardship is woven into the physical fabric of the campus and available as a hands-on learning resource.

Seats here aren’t first-come; they’re drawn by lottery. Each circle below is a tenth of the families who applied over the last two springs and stayed in the running (didn’t take a higher-ranked school). Filled circles got a yes.
Official PPS lottery results, 2025-26 & 2026-27 combined: offers made ÷ families still in the running (offered + waitlisted); applications cancelled for a higher-ranked school excluded. pps.net › prior transfer data. Slots reset every year.
