Richmond Elementary (Japanese DLI)

a tuition-free public neighborhood school in Portland

K–5 · Public · Language Immersion · Japanese · Portland Public Schools

2276 SE 41st Ave, 97214 · Stacy Eto-Tharp, Principal

Richmond is Portland’s flagship Japanese Dual Language Immersion (DLI) elementary, where students spend half the day learning in Japanese and half in English—math, science, and social studies content are taught across both languages so literacy grows in tandem with core academics. The program began in 1989 at Richmond and continues as a full K–12 pathway: Richmond (K–5) → Mt.

Tabor Middle School (6–8) → Grant High School (9–12), giving families a clear long-term arc for biliteracy. Community organizations like the PTA and Oya No Kai help weave in cultural events and support (e.g., “Run for Richmond,” Harvest Festival, and fundraising tied to the 5th-grade Japan trip), which families often cite as part of the program’s fabric.

Cultural experiences, from tea ceremonies to seasonal festivals, deepen language learning and foster appreciation for Japanese traditions. In short: a warm, well-established K–5 Japanese DLI hub with a stable 50/50 model and a clear middle/high-school pathway.

Your odds in the lottery

Seats here aren’t first-come; they’re drawn by lottery. Each circle below is a tenth of the families who applied over the last two springs and stayed in the running (didn’t take a higher-ranked school). Filled circles got a yes.
