Kelly Elementary School (Russian DLI)

a tuition-free public neighborhood school in Portland

K–5 · Public · Language Immersion · Russian · Portland Public Schools

9030 SE Cooper St, Portland · Jeff Waters

Kelly Elementary houses Portland's Russian Dual Language Immersion program, one of only a handful in the country. Kindergarteners spend 90% of their day learning in Russian and 10% in English, gradually transitioning to a balanced 50/50 schedule by fourth grade.

Students develop fluency in reading, writing, speaking, and listening in both Russian and English, meeting or exceeding state and district standards in both languages. The program serves both native Russian speakers and English-speaking students, with all students becoming bilingual, biliterate, and cross-culturally competent.

The Russian DLI pathway continues at Lane Middle School (where students can earn four high school credits in eighth grade) and Franklin High School (working toward the Oregon Seal of Biliteracy). Graduates who complete the K-12 program are eligible for Portland State University's Russian Flagship Program. Russian is designated by the U.S. government as a "critical need language" for national and economic security.

Your odds in the lottery

Seats here aren’t first-come; they’re drawn by lottery. Each circle below is a tenth of the families who applied over the last two springs and stayed in the running (didn’t take a higher-ranked school). Filled circles got a yes.
